REGULAR MEETING

GRANDVIEW PLANNING COMMISSION

 

1.         CALL TO ORDER & ROLL CALL

 

Chairman Don Olmstead, Jr., called the regular meeting to order at 6:00 p.m. in the Council Chambers at City Hall.

 

Planning Commissioners present were: Don Olmstead, Jr., John Hunting, Dennis Byam, Kathy Gonzalez and  Brad Shreeve.

 

Staff present were: Senior Planner Michael Buchanan of the Yakima Valley Conference of Governments and City Clerk/Secretary Anita Palacios. 

 

2.         MINUTE APPROVAL - AUGUST 30, 2006 REGULAR MEETING

 

On motion by Commissioner Byam, second by Commissioner Hunting, the Commission unanimously approved the August 30, 2006 regular meeting minutes.

 

3.         COMPREHENSIVE PLAN AMENDMENT - LAND USE ELEMENT

 

The Commission reviewed the 2006 draft update of the Land Use Element.  During review, the following changes were identified:

 

$                    Page 51, paragraph two, three and seven were deleted as the preceding paragraphs replaced those being deleted.

 

On motion by Commissioner Shreeve, second by Commissioner Byam, the Commission unanimously directed staff to schedule a public hearing to receive comment on the draft Land Use Element at the next regularly scheduled meeting on Wednesday, November 29, 2006.

 

4.         REPORTS

 

GMA 2006 Update for Yakima County B UGA Analysis for Grandview - Senior Planner Buchanan

reported that Commissioner Olmstead, City Administrator Scott Staples, City Clerk Palacios and

himself had attended three meetings with the Yakima County planning staff to discuss the Urban

Growth Area Analysis prepared by the Yakima County Planning Division.  The meetings were

held in order to exchange perspectives, discuss next steps, and work toward consensus.

Following the third meeting, the County recommended that the City submit a letter to the County

outlining the City=s intent with expanding the UGA.  Issues to be included would be transitional

zoning, the growth pattern to the south, active farmer=s within existing city limits, market patterns,

no other option other than using agriculture land adjacent to existing UGA, and the reality that

development was not yet occurring in the north where infrastructure already exists.          

 

Olmstead Annexation & Development - Chairman Olmstead advised the Commission that in the near future, he would be requesting annexation of personal property to City limits and subdivision approval.  He added that during that process, he would be recusing himself from the proceedings. 


 

City Clerk Palacios explained that in 2005, the City Council approved a section in the Grandview Municipal Code providing for a hearing examiner.  A hearing examiner may be utilized to hear land use decisions as determined by the City Council at the request of the Planning Commission or the City Administrator.  She added that upon submission of the letter of intent to annex by Mr. Olmstead, staff would be recommending to the City Council that this particular application be heard by a hearing examiner rather than the Planning Commission for appearance of fairness.
