STUDY SESSION MINUTES

APRIL 16, 2007

 

1.         CALL TO ORDER

 

Mayor Norm Childress called the study session to order at 6:30 p.m. in the Council Chambers at City Hall.

 

Present were:  Mayor Childress and Councilmembers Bill Flory, Pam Horner, Jan McDonald, Robert Morales, Javier Rodriguez and Joan Souders.  Councilmember Helen Darr was absent.

 

Staff present were:  City Administrator Scott D. Staples, City Attorney Jack Maxwell, City Clerk Anita Palacios, and Public Works Director Cus Arteaga.

 

2.         2007 DUST ABATEMENT AND SEAL-COAT RECOMMENDATION

 

Public Works Director Arteaga explained that each year staff identifies streets that need a dust-abatement treatment or a Class “B” seal-coat treatment.  The list for this year was as follows:

 

 

In addition to the seal-coat treatment, he recommended that Euclid Road from Wine Country Road south to the Union Pacific Railroad be re-striped as a two-lane with a center turn lane as has been done on West Fifth Street and Wine Country Road.

 

Council concurred with his recommendation.

 

3.         GMC TITLE 10 VEHICLES AND TRAFFIC REVISIONS

 

City Administrator Staples explained that Department Directors were asked to review and provide comments for revisions to Grandview Municipal Code Title 10 Vehicles and Traffic.  Comments were received from the Public Works Director, Police Chief, Fire Chief and Parks & Recreation Director and then forwarded to the City Attorney for review.

 

It was noted that the “violation-penalty” sections of the code reflect the State statutes.

 

Following review and discussion, the City Attorney was instructed to draft an ordinance for Council consideration.

 

4.         CITY ADMINISTRATOR UPDATE

 

Leadership Grandview – City Administrator Staples advised that the first Leadership Grandview would take place this September.  The Steering Committee consisting of the Mayor, Minerva Morales, Jesse Palacios, Gary Christensen, and Gloria Mendoza would review the applications, select participants and also chose day leaders.

 

Library Carpet/Tile Replacement – Bids have been received and awarded for the Library carpet/tile replacement.  The Library would be closed for the month of May for interior painting and carpet/tile replacement.

 

Joint Meeting with School Board – A joint meeting with the Council and School Board has been scheduled for Monday, April 23rd at the GHS Library.  Focus of the meeting would be on the City/School coalition.

 

AWC Small City Roundup – The Association of Washington Cities will be holding a Small City Roundup on May 9th from 6:30-8:30 p.m. in Granger.  Councilmembers will have an opportunity to discuss the community’s legislative, economic and fiscal needs with Stan Finkelstein, Executive Director of AWC.

 

AWC Conference – The Association of Washington Cities will hold their Annual Conference on June 12-15 in Tacoma.

 

Council Retreat – Council discussed the scheduling of a retreat.  It was agreed to schedule a retreat with Lyle Sumek for the month of January/February.
