1. CALL TO ORDER

Mayor Norm Childress called the study session to order at 6:30 p.m. in the Council Chambers at City Hall.

Present were: Mayor Norm Childress and Councilmembers Helen Darr, Bill Flory, Pam Horner, Jan McDonald, Robert Morales, Javier Rodriguez and Joan Souders.

Staff present were: City Administrator Scott D. Staples, City Attorney Jack Maxwell, City Clerk Anita Palacios, Public Works Director Cus Arteaga and City Engineer Jeff Louman of Huibregtse, Louman Associates, Inc.

2. WATER RIGHTS

One of the 2006-07 City Council targets was the potential merger of the City’s Municipal Groundwater Rights. Public Works Director Arteaga and City Engineer Louman compiled a Municipal Groundwater Rights Report for Council review, a copy of which is attached hereto and incorporated herein as part of these minutes. City Engineer Louman added that the cost of the water rights change process could range in the area of $20,000.

Following review and discussion, it was the consensus of Council to proceed with the change application process.

The study session adjourned at 7:15 p.m.
