1. CALL TO ORDER

Mayor Norm Childress called the special study session to order at 5:30 p.m. in the Council Chambers at City Hall.

Present were: Mayor Norm Childress and Councilmembers Helen Darr, Bill Flory, Pam Horner, Jan McDonald, Robert Morales and Javier Rodriguez. Councilmember Joan Souders was absent.

Staff present were: City Administrator Scott D. Staples, City Attorney Jack Maxwell, City Clerk Anita Palacios, City Treasurer John Myers, Public Works Director Cus Arteaga, and Police Chief David Charvet.

2. 2007 PRELIMINARY BUDGET

Library Jack Marriotti, Chair of the Library Board, presented carpet estimates for Council consideration. The carpet estimates were $17,353.83, available funds were $14,810.00 and funds needed were $3,952.38. Based upon the estimates received, he requested that Council consider budgeting the additional funds needed to complete the carpeting of the Library.

Police Department The police corrections van in the amount of $7,000 would be reconsidered for inclusion in the budget.

Public Works Department The Public Works Director recommended the following modifications to existing services within his department:

	Annual Clean-up Program designate one drop off area located at the Public Works Shop at no cost to the customer, implement a volunteer hauling service, implement a fee for hauling by Public Works employees.
	Cemetery revise headstone setting regulations for Block 8 to provide for upright headstones, reduce the cost of cremation spaces in the cremation niche by $55.
	Wastewater Treatment Plant change the telephone service at the WWTP from a foreign exchange to the Mabton service area, which would reduce annual communication expenses by approximately $4,500 per year.

City Treasurer No changes recommended.

City Clerk No changes recommended.
