REGULAR MEETING MINUTES

JUNE 18, 2007

 

1.         CALL TO ORDER

 

Mayor Norm Childress called the regular meeting to order at 7:30 p.m. in the Council Chambers at City Hall.

 

Present were:  Mayor Childress and Councilmembers Helen Darr, Bill Flory, Robert Morales, Javier Rodriguez and Joan Souders.  Councilmembers Pam Horner and Jan McDonald were absent. 

 

Staff present were:  City Administrator Scott Staples, City Attorney Jack Maxwell and City Clerk Anita Palacios. 

 

2.         PLEDGE OF ALLEGIANCE

 

City Administrator Staples lead the pledge of allegiance.

 

3.         PRESENTATIONS

 

Homes of the Month – Mayor Childress presented the June Homes of the Month Certificates of Appreciation to the following:  Tony & Juanita Overman, 1909 West Second Street; Ross & Linda Thomas, 82 Ivan Way; Carina Contreras, 805 Esperanza Way; Joe & Josie Perez, 1112 Viall Road; and Tim & Robin Smith, 210 Avenue D.

 

Beautification Award – Mayor Childress presented the June Beautification Award to Key Bank, 305 East Second Street.

 

Community Enhancement Award – Mayor Childress presented the June Community Enhancement Award to Terry Daniel of 1904 West Second Street for his countless hours donated to the pruning, weeding and grooming of the community Rose Garden at Westside Park.

 

2006 Outstanding Wastewater Treatment Plant Award – Denise Mills from the Washington State Department of Ecology presented the City of Grandview with the 2006 “Outstanding Wastewater Treatment Plant “award.  Of approximately 300 wastewater treatment plants, the City’s ranked one among 55 that achieved full compliance with its discharge permit in 2006.

 

Funding Request from Prosser Memorial Hospital for Ambulance Services – Jim Tavary, CEO of the Prosser Memorial Hospital requested that the City consider funding a pro-rata share of the financial shortfall the ambulance system was expected to experience in 2007 in the amount of $133,000 for one year only.

 

Council requested additional information such as the number of calls within the Grandview area.  Following discussion, Council agreed to take the matter under consideration.

5.         CONSENT AGENDA

 

On motion by Councilmember Flory, second by Councilmember Souders, Council unanimously approved the Consent Agenda consisting of the following:

            A.         Minutes of the June 4, 2007 study session                                                   

B.                 Minutes of the June 4, 2007 regular meeting

C.                 2007 Claim Warrant Nos. 78951-79082 in the amount of $674,957.36        

D.                 Payroll Warrant approval for June 15, 2007

 

6.         PUBLIC HEARING

 

            A.         Community Development Block Grant Planning Only Grant for Downtown                            Revitalization Plan

 

Mayor Childress opened the public hearing to review community development and housing needs, inform citizens of the availability of funds and eligible uses of the state Community Development Block Grant (CDBG), and receive comments on proposed activities, particularly from low- and moderate-income persons and persons residing in the City of Grandview by reading the public hearing procedure.  He advised that a planning only grant of up to $24,000 may be available to the City of Grandview on a statewide competitive basis to fund public facility, housing, economic development, or community facility projects that principally benefit low- and moderate-income persons.

 

A Spanish language interpreter was available during the hearing and CDBG public hearing handouts in English and Spanish were distributed.

 

City Administrator Staples presented the City’s application for a planning-only grant to develop a Downtown Design and Action Plan to include parking needs, traffic flow analysis, streetscape and landscape improvements, as well as water and sewer line upgrades.  The downtown plan would also specify width of sidewalks, which address pedestrian accessibilities, street tree locations, streetscape amenities, landscape elements and illumination fixtures.

 

No comments were received during the public hearing or by mail and the hearing was declared closed.

 

7.         ACTIVE AGENDA

 

            A.         Resolution No. 2007-20; Authorized application submittal to the State of                               Washington Department of Community, Trade and Economic Development                          for Funding Assistance for Downtown Revitalization Plan

 

On motion by Councilmember Morales, second by Councilmember Flory, Council unanimously approved Resolution No. 2007-20 authorizing application submittal to the State of Washington Department of Community, Trade and Economic Development for Funding Assistance for Downtown Revitalization Plan.

 


8.         COUNCILMEMBER MEETING REPORTS

 

Grandview United – Councilmember Souders attended the Grandview United meeting on June 14th.  Donicio Maichalar of the Department of Child and Family Services gave a presentation regarding services and resources available to children and families.  Chief Charvet provided an updated on the status of future City code changes regarding curfews, parental responsibility and gang-like behavior.

 

Library Open for Business – Following interior renovations, the Library re-opened for business on Monday, June 18th.

 

Flag Raising Ceremony – The 30th annual Flag Raising Ceremony will take place on Wednesday, July 4th, 9:00 a.m. at Stokely Square.

 

AWC Conference – Mayor Childress and City Administrator Staples attended the Association of Washington Cities (AWC) Conference on June 12-15 in Tacoma.

 

July 2nd Council Meeting Cancelled – On motion by Councilmember Morales, second by Councilmember Souders, Council unanimously cancelled the July 2nd Council meeting for lack of agenda items.

 

Block Watch Party (Carriage Square) – Councilmember Souders will be hosting a Block Watch party for the Carriage Square neighborhood on June 28th.

 

Joint Meeting with Port District – A joint meeting with the Port District and Council has been scheduled for July 9th, 12:00 Noon at the Flour Shop.

 

Community Picnics – The City will be hosting community picnics on Wednesday, June 27th at Tower Park and Wednesday, August 22nd at Stokely Square.
