REGULAR MEETING MINUTES

JUNE 4, 2007

 

1.         CALL TO ORDER

 

Mayor Norm Childress called the regular meeting to order at 7:30 p.m. in the Council Chambers at City Hall.

 

Present were:  Mayor Childress and Councilmembers Helen Darr, Bill Flory, Pam Horner, Jan McDonald, Robert Morales and Joan Souders.  Councilmember Javier Rodriguez was absent.

 

Staff present were:  City Administrator Scott Staples, City Attorney Jack Maxwell and City Clerk Anita Palacios.  Also present was Senior Planner Drew Miller of the Yakima Valley Conference of Governments.

 

2.         PLEDGE OF ALLEGIANCE

 

Angie Johnson lead the pledge of allegiance.

 

3.         PUBLIC COMMENT

 

Mary Barrett, 301 Douglas, commended the City for doing such a great job with parks maintenance, but expressed concern with the condition of the fountain at Stokely Square.

 

Staff was instructed to check into the matter.

 

4.         CONSENT AGENDA

 

On motion by Councilmember Horner, second by Councilmember Souders, Council unanimously approved the Consent Agenda consisting of the following:

            A.         Minutes of the May 21, 2007 study session                                                   

B.                 Minutes of the May 21, 2007 regular meeting

C.                 2007 Claim Warrant Nos. 78842-78950 in the amount of $122,122.63        

D.                 Payroll Warrant approval for May 31, 2007

E.                 Resolution No. 2007-19; Adopted the 2008-2013 Six-Year Transportation Improvement Program

 

5.         PUBLIC HEARING

 

            A.         Community Development Block Grant Close Out for the Parks, Recreation

                        and Open Space Element

 

Mayor Childress opened the public hearing to ­receive public input and community comments on the close out of the Citys Parks, Recreation and Open Space Plan funded through a Community Development Block Grant Planning Only Grant by reading the public hearing procedure.

 

Senior Planner Miller explained that the purpose of the public hearing was to review the completed Parks, Recreation and Open Space Plan.  He explained that in April of 2006, the City of Grandview, working cooperatively with YVCOG, submitted a CDBG Planning Only grant application to the Washington State Department of Community, Trade, and Economic Development (CTED).  These were federal funds distributed by the U.S. Department of Housing and Urban Development, and in Washington State were administered by CTED.  The application was for $12,000 to update the Parks, Recreation & Open Space Element of the Comprehensive Plan.  That application was approved and would have an area wide benefit for all of Grandview’s residents, including the 56% (4,895) who were considered low and moderate income.  To be eligible for CDBG funds, projects must principally benefit low and moderate income persons, which was defined as 80 percent of the median county income. 

 

To help guide development of the Parks Plan, a Citizens Advisory Committee was formed and held open and advertised public meetings throughout the Plan update process.  The City was successful in creating a diverse parks committee that represented different interests throughout the community.  One of the biggest tasks for the committee was to create a community survey to help us understand the park and recreation demands and needs of the Grandview Community.  Four different versions of the survey were created: one for grades K-3, 4-7, and a Spanish and English version of the adult survey.  The surveys were very successful in helping the committee glean information from the community as over 1,400 surveys were completed and statistically analyzed.  The survey results and Citizens Advisory Committee recommendations were then incorporated into the “Action Program” and “Capital Improvement Program” sections of the Parks Plan. 

 

The Grandview Planning Commission held a public hearing on the Plan on January 31, 2007.  Comments received focused on minor edits and factual changes that have been incorporated into the final document.  No complaints have been received from the public regarding the substance or process of using CDBG funds to update the Comprehensive Parks Plan.  The Grandview City Council has reviewed the Comprehensive Parks, Recreation & Open Space Element and would consider it for adoption concurrently with other Comprehensive Plan Element amendments later this year.     

 

No comments were received during the public hearing or by mail and the hearing was closed.

 

6.         COUNCILMEMBER MEETING REPORTS

 

Country Park Concert Series – The Country Park Concert Series continues on June 5th with the Rolling Hills Chorus.

 

CDBG Planning Only Application for Downtown Revitalization Plan – Staff was in the process of preparing an application for CDBG planning-only funds for the downtown infrastructure project.  A public hearing has been scheduled for the June 18th meeting.  The City has requested letters of support and also financial and in-kind support from the Chamber of Commerce, Port of Grandview, Grandview Economic Development, Kiwanis Club, Rotary Club, University of Washington (UW) Yakima Valley Community Partnership Center, UW Department of Architecture and UW Department of Business.  To date, the Chamber Board has agreed to submit a letter of support and provide a $1,000 match.

 

AWC Annual Conference – Mayor Childress and City Administrator Staples will be attending the Association of Washington Cities’ Annual Conference on June 12th – 15th.
