REGULAR MEETING MINUTES
MAY 21, 2007
Mayor Norm Childress called the regular meeting to order at 7:30 p.m. in the
Council Chambers at City Hall.
Present were: Mayor Childress and
Councilmembers Helen Darr, Bill Flory, Pam Horner, Jan McDonald, Robert Morales,
Javier Rodriguez and Joan Souders.
Staff present were: City
Administrator Scott Staples, City Attorney Jack Maxwell, Public Works Director
Cus Arteaga and City Clerk Anita Palacios.

On motion by Councilmember Flory, second by Councilmember McDonald, Council unanimously approved the Consent Agenda consisting of the following:

PUBLIC HEARING
A.
2008-2013 Six-Year Transportation Improvement Program
Mayor
Childress opened the public hearing to receive comments on the 2008-2013
Six-Year Transportation Improvement Program by reading the public hearing
procedure.
Public
Works Director Arteaga explained that each year during the month of June the
City was required to update the Six-Year Transportation Improvement Plan (TIP).
He presented the 2008-2013 updated TIP, which included 16 projects.
The construction estimates were increased to accommodate the higher
construction costs. He recommended
Council accept the proposed 2008 to 2013 TIP.
No
comments were received during the public hearing or by mail and the hearing was
closed.
Following discussion, Council instructed staff to prepare a resolution for
adoption of the 2008-2013 Six-Year Transportation Improvement Program at the
June 4th meeting.

ACTIVE AGENDA
A.
Ordinance No. 2007-11; Provided for the collection of jail costs and
other
costs from defendants and added a new Section 3.56 to the Grandview
Municipal Code entitled Court Fees
City
Attorney Maxwell stated that under RCW 10.01.160, the City was allowed to charge
jail costs for convicted defendants.
Additional costs were allowed for such things as bench warrants and
deferred prosecutions. This
ordinance formalized the charges and may provide additional revenue from the
court system.
On motion by Councilmember
Darr, second by Councilmember Flory, Council unanimously approved
Ordinance No. 2007-11 providing for the
collection of jail costs and other costs from defendants and adding a new
Section 3.56 to the

COUNCILMEMBER MEETING REPORTS
AWC
Small Cities Roundup
– On May 9th, Mayor Childress and City Administrator Staples attended
the Association of Washington Cities Small City Roundup in Granger.
Mayors, Councilmembers
and staff from around the valley were provided with an opportunity to discuss
the community’s legislative, economic and fiscal needs with Stan Finkelstein,
Executive Director of AWC.
Valley Mayors’ Meeting
– Mayor Childress will be attending the Valley Mayors’ meeting on May 24th
in Toppenish. The topic of
discussion will be the requirements for NIMS compliance.
Relay for Life
– The American Cancer Society’s Relay for Life was held in
YVCOG General Membership
Meeting – On May
16th, the Yakima Valley Conference of Governments general membership
meeting was held in
Downtown Beautification
– City Administrator Staples commended Angie Johnson for her volunteer work
planting flowers downtown at the four corners of Division and Second.

UNFINISHED AND NEW BUSINESS
On motion by Councilmember
Darr, second by Councilmember Morales, Council unanimously referred the
re-designation of the official City flower to the Beautification Commission for
consideration and recommendation.
