REGULAR MEETING MINUTES

AUGUST 21, 2006

1. CALL TO ORDER

Mayor Norm Childress called the regular meeting to order at 7:30 p.m. in the Council Chambers at City Hall.

Present were: Mayor Norm Childress and Councilmembers Helen Darr, Pam Horner, Robert Morales, Javier Rodriguez and Joan Souders. Councilmember Bill Flory was absent.

Staff present were: City Administrator Scott D. Staples, City Attorney Jack Maxwell and City Clerk Anita Palacios.

2. PLEDGE OF ALLEGIANCE

Councilmember Darr led the pledge of allegiance.

3. AUGUST NEIGHBORHOOD HOMES OF THE MONTH & BEAUTIFICATION AWARD

Mayor Childress presented the August Homes of the Month Certificates of Appreciation to the following: Richard & Peg Peterson, 904 Broadview; Nick & Jennifer Raymond, 502 Butternut; Jesus & Cecy Sanchez, 1206 West Fourth; Noberto & Juana Zagal, 606 North Fifth; and Leo & Irma Rodriguez, 210 Birch. Yakima County District Court located at 1313 West Wine Country Road received the August Beautification Award.

4. PUBLIC COMMENT

Rand Elliott, candidate for the seat of Yakima County Commissioner from the 3rd District, introduced himself to the Council.

Roberta Goldade, 308 Douglas, Grandview, addressed the Council regarding stray dogs running at large and dogs barking at all hours of the night. She suggested that the City could do more to keep these animals under control by increasing dog license fees and fines. City Administrator Staples advised that her concerns would be forwarded to the Police Chief for action.

5. CONSENT AGENDA

On motion by Councilmember Darr, second by Councilmember Souders, Council unanimously approved the Consent Agenda consisting of the following:

A. Minutes of the August 7, 2006 study session

B. Minutes of the August 7, 2006 regular meeting

C. Claim Warrant Nos. 76638-76741 in the amount of $161,778.52

D. Payroll Warrant Nos. 41154-41262 in the amount of $225,446.61for August 15, 2006

E. Ordinance No. 1764; Approves the final plat of Meadowlark View Phase II

6. ACTIVE AGENDA

A. Chamber of Commerce Street Closure Request

Approve street closure for the 100 block of Division Street on Sept. 23, 2006 for the Chamber of Commerces Great Grandview Grape Stomp

On motion by Councilmember Darr, second by Councilmember Horner, Council unanimously approved the street closure for the 100 block of Division Street on September 23, 2006 for the Chamber of Commerces Great Grandview Grape Stomp.

B. Council Applicant Presentations and Appointment

Five minute presentations from Lawrence Bolan, Pat Bratton, Carlos Diaz, Andrew Hamil and Jan McDonald

The candidates being considered for appointment to fill the vacancy on the City Council were allowed five minutes to present their application and qualifications. Mr. Diaz was not in attendance.

Following the presentations, Council adjourned the meeting to executive session at 8:15 p.m., for approximately 40 minutes to evaluate the qualifications of the candidates for appointment to the vacant Council position with the aforementioned Mayor and Councilmembers present. The meeting resumed at 8:50 p.m.

On motion by Councilmember Horner, second by Councilmember Souder, Council unanimously appointed Jan McDonald to fill the unexpired term of City Council Position No. 2.

City Attorney Maxwell administered the oath of office to the newly appointed Councilmember Jan McDonald.

7. ADJOURNMENT

The regular meeting was adjourned at 8:55 p.m.
