1. CALL TO ORDER
Mayor Norm Childress called the study session to order at 6:30 p.m. in the Council Chambers at City Hall.
Present were: Mayor Norm Childress and Councilmembers Helen Darr, Pam Horner, Rick McLean, Javier Rodriguez and Robert Morales. Absent were Councilmembers Bill Flory and Joan Souders.
Staff present were: City Administrator Scott D. Staples, City Attorney Jack Maxwell, Police Chief David Charvet and City Clerk Anita Palacios.
2. HOMELAND SECURITY TRAINING
Police Chief Charvet explained the requirement for elected officials to complete the National Incident Management System (NIMS) training in order for the City to be eligible for federal funding assistance. He indicated that the training would also be required for Police, Fire, Public Works and Parks personnel.
Police Chief Charvet provided an overview of the course summary for the Incident Command System (ICS) 100 Training which included the following lessons:
Lesson 1: The Welcome/ICS Overview lesson introduced Council to the background and development of ICS; ICS as the standard for emergency management across the country; ICS as interdisciplinary and organizationally flexible; applications of ICS; and ICS as a key feature of the National Incident Management System (NIMS).
Lesson 2: The ICS Features and Principles lesson introduced Council to ICS management principles; ICS core system features; and common ICS responsibilities.
Lesson 3: The ICS Organization: Part I lesson introduced Council to the organizational structure of ICS; five major management functions; use of position titles; roles and responsibilities of the Incident Commander and Command Staff; and selection and transfer of the Incident Commanders.
Lesson 4: The ICS Organization: Part II lesson introduced Council to the roles and responsibilities of the General Staff and expansion and contraction of the ICS organization.
Following the training, Council and staff completed the final examination for ICS-100. Police Chief Charvet distributed the course summary and final examination for IS-700 National Incident Management System (NIMS) to Council and staff for completion and return.

Mayor Norm Childress called the regular meeting to order at 7:30 p.m. in the Council Chambers at City Hall.
Present were: Mayor Norm Childress and Councilmembers Helen Darr, Joan Souders, Pam Horner, Rick McLean, Javier Rodriguez and Robert Morales. Absent was Councilmember Bill Flory.
Staff present were: City Administrator Scott D. Staples, City Attorney Jack Maxwell and City Clerk Anita Palacios.
2. FLAG SALUTE
Monica Martinez, Student of the Month at McClure Elementary School led the flag salute.
3. CONSENT AGENDA
On motion by Councilmember Darr, second by Councilmember Horner, Council unanimously approved the Consent Agenda consisting of the following:
A. Minutes of the May 1, 2006 study session
B. Minutes of the May 1, 2006 regular meeting
C. Claim Warrant Nos. 75923-76023 in the amount of $286,792.51
D. Payroll Warrant Nos. 40503-40593 in the amount of $214,282.57
4. CITY ADMINISTRATOR UPDATE
Fireworks - The Fireworks Action Plan has been implemented and staff was in the process of compiling the informational flyer in both English and Spanish for distribution within the community.
Graffiti - The Graffiti Action Plan has been implemented with the transfer of primary responsibility for abatement of graffiti to the Public Works Department. He reminded the public that reporting graffiti should continue by telephoning the Police Department.
Columbia Colstor, Inc. - Mr. Andrew Brassington, Managing Director of Columbia Colstor, Inc., located in Moses Lake, Washington, has signed a long-term lease and purchase agreement for the Snokist No. 1 Plant. The building would be utilized for a bonded wine warehouse to temporarily store wine from local wineries for shipment out of the area. Start-up operation was estimated for August 1st.
New Administrator Meetings - City Administrator Staples spent the past two weeks meeting with employee groups. He was now meeting with the City-appointed boards and commissions and members of the community. He hoped to accomplish his various meetings by the Council Retreat in June.
Employee Appreciation Picnic - The Employee Appreciation Picnic was planned for Friday, June 9th.
2005 Annual Audit - The 2005 audit entrance conference was scheduled for Thursday, May 18th at 11:00 a.m.
YCDA Luncheon - The Yakima County Development Association would be hosting a luncheon on Thursday, June 1st from 12:00 Noon to 1:30 p.m. at the Sunnyside Community Hospital. Mayor Childress, Councilmember Horner, Councilmember Rodriguez and City Administrator Staples would be attending.
Community Picnics - Community picnics hosted by the City were being planned on June 22nd, July 27th , August 24th and September 7th at area parks in each of the four police district. Information on fire safety and crime prevention, as well as other issues, would be provided to the residents.
Downtown City-Owned Buildings - City Administrator Staples suggested that the Council advertise for proposals from interested parties to lease and/or purchase the City-owned building located at 146 and 150 Division. On motion by Councilmember Horner, second by Councilmember Souders, Council unanimously instructed staff to compile a Request for Proposals (RFP) and advertise for the lease and/or purchase of the City-owned buildings at 146 and 150 Division.
5. COUNCIL MEMBER MEETING REPORTS
Community Standards & Neighborhood Pride - Councilmember Morales would begin working on the Community Standards & Neighborhood Pride Task Force this summer.
Country Park Concert Series - The Country Park Concert Series were as follows: May 23rd sponsored by the Ministerial Association; May 30th sponsored by the Chamber of Commerce and YVCC Grandview Campus; June 6th sponsored by the Kiwanis Club; and June 13th sponsored by the Rotary Club.
Carriage Square Speed Limit Signs & Block Watch Party - Councilmember Souders expressed her appreciation for the posting of speed limit signs in the Carriage Square neighborhood. The Carriage Square Block Watch party has been scheduled for June 29th at Councilmember Souders residence.
YVCOG General Membership - The Yakima Valley Conference of Governments (YVCOG) General Membership meeting would take place on May 17th at the Carl L. Stevens Senior Center.
Block Watch Parties - Block Watch parties have been scheduled for May 16th at the Grandridge Trailer Court and on May 18th at the Church of Christ on Fir Street.
